Mysterious Radio Station - Broadcasting Since 1973

A listener (thank you Paula!) shared this BBC story about a mysterious radio station that's been inexplicably broadcasting since 1973. It's signal starts as a tone that's joined by another tone, then is occasionally followed by words spoken in Russian. Is it something devised by the Russian Military? Or simply a hoax to mess with paranoid Americans? Either way, MDZhB (as it's known) is a spectacular rabbit-hole to fall into.
